Sticky keys is off in Accessibility options & even referred to turn off through registry,

but problem is @ every system start up I am not able to login i.e not able to type, I have to press each key for around 5secs for character to appear on login screen, after login everything works fine..
No idea what's happening, replaced keyboard, uninstalled reinstalled keyboard driver..but still same issue @ startup..
Please help..
