I'm trying to install the take ownership functionality but according to the link the file that I download should be a .reg and what I get is a .download which windows says it cannot open and when right clicked I see no such option as merge.
Ok,follow these steps below as an alternative:
Copy and paste ALL the following text in the code box below into Notepad.
Click on Start/All Programs/Accessories/Notepad.
Click on File(in the menu at the top)>Save as../Save as Type: 'All Files' /File name: fix.reg to your desktop.
Then double click on the fix.reg file on your desktop and agree to merge the information into the registry,then restart your pc.

EDIT: I managed to access the CBS log but it contains thousands of lines dating back to 2008, shall I post you the whole thing or is would you prefer me to clip it and send you only the last few months or so?
No,don't post it,lets see how you get on with the SubInACL tool.

Ok I ran the fix with no problems and followed your steps for the SubInACL tool. When I ran the reset.cmd a bunch of stuff came up in a split second with a message at the beginning that says "The system cannot find the path specified" and then a message that repeats over and over after each c:\User\MYUSERNAME>subinacl/keyreg... that says: "subinacl is not recognized as an internal or external command, operable program or batch file"

Ok, I followed the steps and the reset.bat was executed with no problems whatsoever

Great,have you tried Windows Update and installing IE8.

Just tried and unfortunately nothing has changed, windows update gives the same error and IE8 fails at installing 
Probably a silly/noobish question but I'm curious on how or when SubInACL was used to fix the problem since Arthur Xie says: "Later we will use this tool to reset the permission settings on the current machine" but there are no further instruction on using the tool.

Ok I'm a bit wary about repairing windows for in the past I've had problems with the process and ultimately a HD format and clean install was necessary and I lost all files on the pc; therefore I'd like to make sure that I'm taking all the necessary steps to minimize the risks involved.
In the link that you sent me they propose that I either uninstall SP1 and do the repairs directly from the Windows DVD, or that I create a Vista SP1 slipstream installation DVD; could you please advice me on what would be, in your experience, the best approach to follow? I have a DVD for Window Vista Home Premium 64bit OEM
EDIT: Isn't there any way in which I can manually download and install windows updates? I'm concerned about going through all the repair process (possibly even a clean install), then having to reinstall all my programs again, etc. only to find out that the problem was gone for only a couple of months (as it has happened already twice in the past)
