i have a dell that came with vista ,i have a XP disc how can i wipe out vista & put XP on .

Boot to the XP CD, format the drive, install XP

I have come across a HP laptop just recently that just would not accept XP no matter what we tried. There could be something in the bespoke Bios that does not allow XP to be installed

it won't let accept the agreement where you press F8
when i press the key on my keyboard it does nothing ,yes i waited awhile

That's the first required keyboard entry. Try a ps2 keyboard.

You don't say which version of Vista you are downgrading from and to which version of XP. I thought that you could not down grade home versions.

Doesn't matter what versions they are and he's not downgrading. He's formatting and doing a clean install. The system is not recognizing the input from his keyboard.
