Installed Windows 7 RC Build 7100 with Vista present and this left a folder labeled Windows.old. I took some stuff that I found I needed from it, and deleted the entire folder. But. The folder and some of its sub-folders remained.

Drill down and ultimately you come to two 0 kb file with no extensions labeled with what looks like Coptic script, in a SecuROM folder. These files cannot be renamed and cannot be moved and cannot be deleted - you get a dialog box saying they are no longer located in the directory. The folders can be renamed and moved but not deleted [Windows 7 always says they aren't where they are].

Is there a way to delete these files, and thus the folders?

Would that be C:\Windows.old or some drive letter other than C:\

No, that would be C:\Windows.old\user\username\appdata\roaming\secuROM\userdata\ЃϵϳЅЂϿϽϯІχϯπρϴϱЄϱЃϵϳЅ. They can't be compressed, either.

Try this:
Download OTM by OldTimer,save it to your desktop.
* Double-click OTM.exe to run it. (Note: If you are running on Vista, right-click on the file and choose Run As Administrator).
* Copy ALL the text in the code box below to the clipboard by highlighting ALL of it and pressing CTRL + C (or, after highlighting, right-click and choose Copy):

:Processes
explorer.exe

:Files
C:\Windows.old

:Commands
[Start Explorer]

* Return to OTM, right click in the "Paste Instructions for Items to be Moved" window (under the yellow bar) and choose Paste.
* Click the red Moveit! button.
* Copy everything in the Results window (under the green bar) to the clipboard by highlighting ALL of it and pressing CTRL + C (or, after highlighting, right-click and choose copy), and paste it in your next reply.
* Close OTM

Note: If a file or folder cannot be moved immediately you may be asked to reboot the machine to finish the move process.
If you are asked to reboot the machine choose Yes.
After restart navigate to the C:\OTM\MovedFiles folder,and open the newest .log file present,then copy/paste the contents of that file into your next reply.

Aha:0)! So after posting this as requested, and having the taskbar disappear, I decided to click Cleanup in the OTM app, and then got a query regarding restart, I restarted and Presto! the offensive folder is gone.

Ooops, posted wrong data. Anyway, there is no log file. But the windows.old folder, its sub-folders and the offending files are now further wrapped in two more folders, one called Moved Files and one under that called by the date and a further number. And the folder labeled OTM cannot be deleted unless you remove the windows.old folder. All the folders can be moved without using this OTM. You just can't delete any of them, because you can't delete the weird files that they wrap. I'll try it again....

And 2nd try gets this:
