The old motherboard was replaced because it was falling to bits. The RAM was replaced to suit the new motherboard. I have tried a new hard drive as well as the old one (although I haven't tried the old drive since I have got a POST). I have tried different IDE ribbons and even a IDE card in a PCI slot. It won't get beyond the blinkin blue scrolling page after a re-boot

Not sure what you mean by that. Have you tried a new power supply? You seem to have a hardware problem but what? Power supply - cpu or mobo would be my first guesses but if memory is corrupting the hard drive that could be a possibility too.
Please explain why you think the old mobo was falling to bits.. Who knows it may be clue.

It could also be memory timings/voltage. When I got this new rig, I had fits trying to run the RAM at normal speed.
Check the BIOS settings for something called AHCI and make sure its off also.

The back connection panel had lost one of it's monitor connectors, so you could only screw one side of the monitor plug in. The motherboard was just generally old and in need of being updated.
I went into the BIOS and altered whatever needed altering, just one thing that was RAM timing related (I changed it to Auto from whatever it was). Nothing changed boot-wise.
I have now taken the computer down to the basics needed to see if it works (just removed the CD-Rom drive and associated cables) and it booted fine.
So the problem may be CD-Rom related, either that or it was a one-off boot and will fail again upon next boot up (I am typing this text on the dodgy comp).
Now I have tried another CD-Rom and alternative cabling. I have tried a more powerful PSU (600W as opposed to 300W) but none of these alterations got me into Windows upon re-boot.
Any suggestions ?

Just re-booted and was fine, so the problem must be CD-Rom related

Up until 10 minutes ago I had the hard drive connected to the motherboard IDE and the CD-Rom connected to the IDE card in a PCI slot, a logical choice in my opinion. I tried slaving the CD-Rom but that didn't work and isn't a good option anyway.
I have now altered them around so that the hard drive is on the card and the CD-Rom is on the mobo, and it's all working fine now.

Considering you swapped out the cd rom and cable but still had the problem puzzles me. I could see a corrupt cd rom driver but you re-installed windows too. Any how lets hope it stays fixed.
