Old but re-jigged computer won't POST Expand / Collapse

Hi all,
just got a new motherboard and RAM and set it all up with all my old equipment that used to work. Now the computer does nothing
All the fans are working and the little front LED is on but the monitor's LED remains on yellow and there's no beep from the motherboard.
I have double-checked the pins on the motherboard where the chip sits and no pins are bent.
The RAM is a single stick of 1GB DDR2 RAM 5300 unbuffered and the motherboard is a dual channel motherboard but I think it takes single sticks.
The motherboard is an Asrock G31M-S

I have stripped the computer down, leaving just the mobo in the chassis with the chip and associated fans. No hard drives, ROMS, or RAM.
Without the RAM, the mobo gives 3 short beeps on bootup meaning a failure of the RAM. Upon placing the RAM back into it's slot, nothing as before, just the fans spinning. I've tried both RAM slots and the same nothingness.
Any help would be highly appreciated.

Page 19 of the user manual shows the jumper configuration for the different memory speeds. I don't think the default jumper settings will work with that memory. Here is a link to manual on-line.

Oh well, maybe back to the drawing board.
My computer gets to POST then gets to the blue scrolling thing just before XP has finished loading and freezes when the blue thing is scrolling. It never gets past the blue scrolling thing
Any help please ?

Can you boot into safe-mode? If so look at the event viewer. Post back any problems you may see.

No, can't get into safe mode, it installs all the drivers then stops at the end of the list and won't go any further

Have you ran a CHKDSK on the disk you have Windows installed? If you have multiple untimed power downs, its possible something may need a CHKDSK /R to fix it.

I would think Windows would do this for you. Just covering bases here.


EDIT: Was this XP from the previous computer? You probably need to do a repair install of XP if so. A full format may be required in some cases.

I decided to do a full re-install on a fresh format. Was able to go into Windows and do a little work. Upon re-boot I got stuck at the blue scolling thing again

Not looking good but I have to ask why were the ram and mobo replaced? Since after the re-load it still does the same thing maybe get a diagnostic from the hard drive manufacturer and run a destructive test to truly format the drive. A microsoft full format does not format the disk - it only scans the disk for errors and zeros out the mft (master file table). Its a shot in the dark but something worth trying. Btw I have seen hd cables whether ide or sata make the drive look bad. I've have seen on occasion when a power connector to a hd be intermitten and cause the drive to spin down at random without any errors simulating a lock up.
