cant seen to install programmes

i tried to install java update and got this message

the windows installer service coundnt be accessed. This can occur it you are running windows in safe mode or if the windows installer is not correctly installed. also when i shut down there are always updates for the AOL software the computer wont shut down until it tries to install them but obviously isnt able to

any ideas

Download/unzip Dial-a-Fix to your desktop:
http://djlizard.net/software/Dial-a-fix-v0.60.0.24.zip
Launch the program,place a check in the 'MSI' box 'Fix Windows Installer'.
Then click on 'GO' at the bottom.
Restart your pc when Dial-a-Fix has done.
