You need to post more details,when did this issue first appear.
Have you installed any firmware updates for your Belkin wireless router,have you even checked for a firmware update.
Have you checked with your ISP,it may be something they're aware of,or at least be able to help you with.
Click on Start/Run,type CMD then press Ok.
At the Command Prompt copy and paste the following command,then press Enter:
netsh int ip reset c:\resetlog.txt
Then type EXIT then press Enter.
Restart your pc,post the entire contents of C:\resetlog.txt
Your HijackThis log looks clean,you should do the following anyway,just to make sure its not a malware issue.
Download TFC by OldTimer to your Desktop.
* Please double-click TFC.exe to run it,if you're running Windows Vista right click on TFC.exe and click on "Run as Administrator".
* It will close all programs when run, so make sure you have saved all your work before you begin.
* Click the Start button to begin the process. Depending on how often you clean temp files, execution time should be anywhere from a few seconds to a minute or two.
* Let it run uninterrupted until it's finished.
* Once it's finished it should reboot your machine.If it doesn't,please manually restart the pc to ensure a complete cleanup.
Download Security Check by screen317 and save it to your Desktop.
Double-click on SecurityCheck.exe and follow the on-screen instructions inside the black box.
Notepad should open a file named checkup.txt.
Copy and paste the entire contents of that file into your next reply.

Double Click mbam-setup.exe to install the application.
(If using Windows Vista,be sure to "Run As Administrator").
* Make sure a checkmark is placed next to Update Malwarebytes' Anti-Malware and Launch Malwarebytes' Anti-Malware, then click Finish.
* If an update is found, it will download and install the latest version.
* Once the program has loaded, select "Perform Quick Scan", then click Scan.
* The scan may take some time to finish,so please be patient.
* When the scan is complete, click OK, then Show Results to view the results.
* Make sure that everything is checked, and click Remove Selected.
* When disinfection is completed, a log will open in Notepad and you may be prompted to Restart.(See Extra Note)
* The log is automatically saved by MBAM and can be viewed by clicking the Logs tab in MBAM.
* Copy and paste the entire report into your next reply.
Extra Note:
If MBAM encounters a file that is difficult to remove,you will be presented with 1 of 2 prompts,click OK to either and let MBAM proceed with the disinfection process,if asked to restart the computer,please do so immediatly.
Please run Kaspersky Online Scanner.
Note:
This free online virus scanner is very powerful and scans your machine very deeply,so it will certainly take some time to complete.
Note:
If you are using Windows Vista, open your browser by right-clicking on its icon and select 'Run as administrator' to perform this scan.
* Click on the button,then click the "Accept" button.
* The program will install and then begin downloading the latest definition files.
* After the files have been downloaded,on the left side of the page in the "Scan" section select "My Computer".
* This will start the program and scan your system.
* The scan does not provide an option to clean/disinfect your system,i need to see the scan results.
* The scan will take quite a while, so be patient and let it run until its finished.
* Once the scan is complete, click on "View scan report" or "Scan Report".
* Then click on the "Save Report as" button,save the file to your desktop.
* Copy and paste the entire contents of that file into your next reply.

In terms of the problem. My router just stopped working one day, so i reset it and so on, and eventually it started working again, but LAN port 1&2 on the router don't work now, only 3&4.
I did have to set the security settings back up as the reset wiped them all, so i dunno if i need to reconfigure settings in the router which may be affecting the upload speed?
In terms of the Belkin wireless utility, i'm not using it, i'm connected via ethernet, that's just the old software i haven't removed

No spare router unforunately.
Despite the recorded 0.01 mbps upload speed, i uploaded 3 photos onto facebook earlier, and they seemed relatively quick?
I'll give talktalk a bell and see what they say.

Hi,
Just to update, the router continued to play up, so i thought i'd google it to see what came up.
Found an article on the talktalk website about streaming problems, which i wasn't experiencing, but read it anyway.
It suggested downloading a 'fix' so i thought it couldn't do any harm, and it fixed it!! God knows how though?

It updated the router, then reset it and reconfigured it, so it obviously fixed something!
Haven't dared unplug the ethernet cable to try LAN1 & LAN2 again just in case it botches again!
Dunno if that helps anyone else!
