Okay, I really don't know whats wrong with my IP, but for some reason I got the unpleasant suprise of finding out I was banned from sites that I hadn't done anything wrong in. It turned out after mailing several admins, that they all said I needed to get my IP unlisted, but I have no idea how to do that. I suggested I change it instead, but I forgot how to do that too.

I don't know why my IP would be blacklisted.

Are you sure it's your specific IP address that's being blacklisted and not your ISP?

Well, on the sites that have me banned for that reason all say "IP" rather than "ISP". I looked on the list to remove mine but some of them are not there because you spammed but rather a catalog of IP's. I'm really confused.

Check with your ISP. If they are not one of the big guys, it's possible they have been included in some blacklist by accident.

I did, but I never got an answer.

I've decided I may just have to change it, because for whatever reason this has also caused slow downs and cut offs.
