hi. I have a MSI GeForce 3 Ti200. It has a S-Video IN & OUT and a TV out (looks like a RCA jack but dont know if thats how you call it). Ok and I also have a TV with a S-Video IN. When I plug the TV to the pc, and do a reboot the TV screen blinks, shows some colors and then goes black again and the monitor stays black the hole time. I have the lates Nvidia Drivers for my video card. So my question is, is there something I'm not doing right?

i dont know about the nvida, but check display properties / SETTINGS tab /ADVANCED button/DISPLAYStab
most of these scan converters in video cards for tv output signals want the screen to be set to lower resolutions and refresh rates, OR if its a "Duel Head" meaning tv acts as a second monitor, that PART of it has to be set for a low res, low refresh rate.
TVs (in NTSC) are 30frames per second 60 Fields per second, and have a vertical resolution of 525 lines total about 480 used for the picture, and horizontal resolutions can vary but are about 350-1200 on lots of this stuff.
so Once YOU know that. try 640x480 800x600 and a 60htz refresh, and see if you get something that the tv can actually accept. then play with it.
OK, so i am Guessing, but i try hard

Thanks PsychoGeek
on the last Nvidia drivers there is a part where i can pick between NTSC and PAL.
And a hole bunch of combinations(example:M/NTSC, D/PAL) with the coresponding contry next to it.
I have it set on the good one, but sitll doesnt show up on the TV monitor.
ps: I once got the TV monitor to go to the winXP loading screen then it when black.
so at least I know my S-video out is good

your own answer was right here :-) when xp boots it does so at a lower res and refresh rate. have you tested putting your screen res at 640x480 and 60htz refresh? then work up from there.
yes its always a pain :-) and never looks for pooh either, but a good scan converter is 200-1500$ and up.

yes I tryed the lowes res I can get thats 800x600 with 60 hertz and still nothing. (It doesnt go to the winxp loading screen) i just get a flash in the TV monitor and then the colors (you know the color screen, TV chanels put when they are not broadcasting) after the "colors" I get nothing, all black.
so if my only option is to buy the scan converter I guess thats it for me and trying to watch my .avi, .mpg, ... on my TV.

I had same problem when I first bought my dell. Maintance guy came to house, changed card and did something to drivers. Now after I had a complete crash, my picture comes on the tv but it's 24 inch square instead of 27 inch, per tv. I have written all over the place and searched, updated the drivers like you, but the tabs that folks point towards can't be found. I have nvidia and wrote to them, got back new drivers link and 3 bad links that were supposed to help me walk through the process. Now they tell me all my order numbers are bad and won't correspond. Best buy is a few miles away and looks like I'm going for dvd player, as thats what I use tv out for. 500 bucks will be worth the loss of this hassle....WEBTV is next!!! I musta been fixin things at least 7 waking days out of the last 2 weeks.

I use tv out, and when I have hooked my pc up to my tv, I go into display settings, and nview display mode, and then you have to clone your desktop, I dont change any resolution settings at all, then your desktop appears on your tv, and whatever software you use to watch mpgs, avis whatever, should all play fine, mine do, I use WMP, and windvd, I use a scart converter what I plug my s-video lead into, and the required audio lead and then the scart into the tv or video... works great
